I suppose HRD could institute that kind of setup, but my experience with such is that they generally work poorly, result in security complaints that the software is phoning home, cause problems if you move the software from one machine to another, and are just generally an expensive pain in the neck for companies to support and maintain. Unless you have some cumbersome networked license server scheme where the software phones home every time you run it to see if the license is valid, you have no way to know (other than via your own good faith) that the person who demanded a refund actually discarded the license and is not running the software.
